Can The Visa Gift Cards Be Used For Online Shopping Like Ebay?

Yes. Along with the card should have been some instructions where to register it. Once you do that give it a couple of hours and you will be able to add it to your paypal account. It will recognize it and allow you to spend up to the max that you have. I bought my visa gift card at walmart, where i was then instructed to register it at www.walmartgift.com.

    Yes. You need to register the card online before you can do any online or over the phone transactions however.
