I want to edit a picture of one of my friends leaving him in colour,, but turning the background into black and white. Does anyone know how to do this on photo shop elements or another program called photofiltre studio.

An easy way is to copy the picture so that you have 2 layers of the same picture.
Change the top layer into black and white
and leave the other as colour.
Then on the black and white layer, just erase the thing you want in colour
It is called Selective Colouring, and this has to be the most asked question on here.
The other answer will help you adequately.
